Tight fits and fighting-fit systems: Installing M&E systems to create a new healthcare space in Bromley
Tasked with turning a building into a new health facility, this project was a full-floor transformation, delivered in a live building, with healthcare compliance and tight tolerances shaping every decision.
As M&E specialists, we pride ourselves on delivering mechanical and electrical services as one coordinated, in-house team. With over 50 years’ experience, we bring practical design, supply and installation expertise across heating, cooling, ventilation, plumbing, domestic services, and electrical systems.
As part of our growing portfolio of NHS building services work, we were commissioned by Conamar, working on behalf of the London Borough of Bromley, to deliver a full mechanical and electrical package. The brief was to transform a decommissioned, stripped-back floor within Bromley Civic Centre into a modern healthcare centre. The completed space would provide a dedicated GP surgery plus a number of consultation rooms intended for use by multiple providers.
Challenge
The scope itself was familiar: air conditioning, ventilation, plumbing and domestic services, alongside electrical works including modernised lighting control, door access, security, and fire alarm and aspiration systems. What made the project demanding was the delivery environment, particularly the tight space available for services while still meeting the design specifications.
Services had to be installed within exceptionally small ceiling and floor voids, where tolerances were down to just a couple of millimetres. This is where Revit, the building information modeling software used by our design team to review 3D models of buildings and infrastructure in exceptional detail, came into its own and was essential in coordinating our M&E services.
Ventilation added a further challenge. With the air handling plant installed two floors below the project space in a basement car park, ductwork had to be routed up through small risers, making coordination and sequencing even more critical.

Solution
In a space this constrained, success depends on coordination. We worked closely with manufacturers, designers, installers, builders, and site management to resolve clashes early, sequence works safely and ensure the finished systems were compliant and effective.

Key elements of the solution included:
- Centralised ventilation, with concealed distribution throughout the healthcare floor
- Heating and cooling delivered via two Mitsubishi Electric VRF systems, supporting comfort and performance alongside ventilation
Our fully integrated, in-house M&E approach helped keep accountability clear and communication simple. With mechanical and electrical delivered as one coordinated package, decisions were made faster, interfaces managed properly, and installation to a high standard.
Results
The completed installation met the client’s expectations and was delivered in line with NHS Health Technical Memoranda requirements. The team were thanked for going above and beyond, particularly in how we adapted to changing requirements during delivery.
A further endorsement of the quality of the work was the request for us to quote for ongoing service and maintenance, helping protect performance and reliability over the long term.
Conclusion
Bromley Health Centre is another strong example of our work supporting the NHS, private healthcare providers and local councils. They demonstrate our ability to deliver an integrated M&E package within a constrained retrofit environment, and results in modern healthcare facilities equipped with energy-efficient and compliant systems.
